
Burns Beach Coastal Node Upgrade
(Burns Beach Foreshore Park)
History:
The Burns Beach Foreshore was first identified as a good spot for a café/restaurant many years ago. After public consultation and Council endorsement the idea was included in the Burns Beach Master Plan in 2016.
After further consultation with the community, the Draft Burns Beach Foreshore Development Concept Plan was approved in July 2021. The Concept Plan included some key features: a two-story restaurant, public toilets, a new playground, additional parking and general landscaping improvements (open lawn areas, shelters, picnic settings and barbeques).
The project was originally listed in the City’s 5-year Capital Works Program with construction scheduled to be completed in 2025/26. However, in April of 2024, it was established that the development of the BB Foreshore required approval under the Environmental Protection Act 1986. Late in 2023 the Honey Myrtle Shrub (found on the Limestone Ridges of the Swan Coastal Plain Bioregion) was listed as a threatened species by the Commonwealth Government (under the Environment Protection and Biodiversity Conservation Act 1999).
As Honey Myrtle may have been present on the foreshore a further assessment and flora survey had to be undertaken by the City of Joondalup. The flora survey was undertaken in the Spring of 2024, resulting in an estimated year long delay for the start of the project.
July 2025:
Fast forward to July 2025 and here we are on the brink of a major change to the Burns Beach Foreshore, with initial works due to commence later this month.
